Under the Chinese Papengers Act 1855 the Ship must call for fresh water and vegetables at Ports specified, but I can find noching to prohibit the Ships from touching at Japan or any Port, provided the Passengers

to me that in this
ove it is too late to intafere and the Ship should be allowed
to clear art and to take her
course without either permission prohibition from the Government to touch anywhere. This care
might give
rise to some heavy
clanus and no conditions having been improved on the granting of the License, I fear the Geven-
ment would meur untenown responsibilities, if it attempted to stop the Ship.
